Would it be best if Production B took over Recommendation No. 11? Our despatch to Hong Kong would then say, reference Recommendation No. 11, that the Governor's despatch No. 116 of the 21st May had been received and was being considered and that a separate reply would be sent.

6. Reverting now to Treasury comments on our proposed despatch. Besides the points which I have marked in pencil as 6 and 77, which the Treasury specifically suggest we should discuss with Mr. Follows, there are others (marked 1, 2, 3 and 4) which are points of general financial policy. Indeed the despatch, even as drafted here, raised matters of general financial policy. Since Mr. Follows will be with us any day now I think there would great advantage in discussing the whole matter with him before sending a despatch to Hong Kong and definite disadvantage in hurrying off a despatch without such discussion. Further, as regards the point marked #5, as to whether the Fertiliser Factory recommendation should be put to the Colonial Development Corporation, we obviously cannot say anything to the Governor on this until it has been further considered here.

think there would be advantage if Mr. Follows could be present at the suggested discussion with Dr. Herklots. (I have filed at (8) an extract from a speech the Governor in the Legislative Council on the 19th March 1948 referring to village depots).

7. To sum up, I venture to suggest a meeting, to be called either by Mr. Sidebotham or by Mr. Bourdillon, to discuss:-

(a) the specific question of the village depots

(b) the general question of the reply to (3) on

the 1947 file.
